The Investigation Service of the Ministry of Finance of Georgia has announced an electronic tender for the state procurement of light hybrid vehicles intended for operational purposes.
The Investigation Service plans to purchase 74 vehicles for a maximum amount of 5,172,563 GEL. Submission of proposals for the tender will begin on 17 December 2025 and end five days later, on 22 December.
“When pricing a tender proposal, a bidder is obliged to consider both the cost of the vehicles and the ownership cost during the warranty period. The price must include all expenses related to the delivery of the procurement object (transportation, re-registration in the name of the contracting authority, etc.) as well as taxes,” the tender conditions state.
Tender requirements often specify the color of the vehicle. For example, the Parliament of Georgia plans to purchase 25 first-class light, sedan-type hybrid vehicles that must not be black. The Government of Adjara will buy three new SUVs, which must be gray. As for the Investigation Service of the Ministry of Finance, it writes that the color of the vehicles to be procured will be agreed upon with the tender winner.
The vehicles must be delivered to the Investigation Service by the winning bidder gradually, within no more than 210 days after signing the contract.
“The warranty period for the procurement object must be at least 5 years for the main components (engine, axle, transmission, hybrid unit) from the date of signing the acceptance-delivery act;
At least 3 years or 150,000 kilometers (whichever occurs first) for the entire vehicle, excluding fast-wearing parts and materials (antifreeze, freon, tires, light bulbs, fuses, windshield wipers, transmission tensioner bearing, clutch disc and pressure plate),” the tender states.
The Investigation Service also writes: “The proposed vehicle must have no more than 50 kilometers on the odometer.”
