LLC Gonio 2020 is requesting amendments to an already approved Detailed Development Plan.
Under the proposed changes, the company would no longer be required to assume additional compensatory obligations for increasing the K2 development intensity coefficient, as, according to Batumi City Hall, the revised project no longer envisages an increase of K2.
Batumi City Council is scheduled to discuss this proposal at its session on 1 December 2025.
Under the existing agreement, in the event of exceeding the permitted development intensity coefficient (K2), the company was required, as a compensatory measure, to transfer to the municipality residential apartments amounting to 10% of the additional floor area gained through the increased K2, or, after selling those apartments (in white-frame condition), to transfer 4% of their value to the municipal budget.
It appears that the company has abandoned plans to increase the coefficient and, consequently, can also refuse the compensatory obligations.
LLC Gonio 2020 plans to build a complex in Gonio, on Andria the First-Called 1st Lane, near the seashore.
The fact that the company is no longer requesting an increase in the coefficient does not mean the project is small in scale. Construction of three blocks is planned on a 12,799 sq. m plot. The buildings will house hotel apartments and commercial facilities.
LLC Gonio 2020 is owned by Temur Bitsadze, the son of the founder of Alliance Group. Temur Bitsadze is a supporter and donor of Georgian Dream, as are other directors and managers of companies within the Alliance Group.
The hotel-apartment project is planned adjacent to another construction project by the same company so-called elite villas which envisions “low-density development” and the construction of “hotel villas” on the Gonio seafront.
The so-called hotel elite villas project, which LLC Gonio 2020 initially submitted to City Hall and then to the City Council, envisaged the development of a seaside neighborhood consisting of two-storey, lightweight-structure houses.
It later emerged that the hotel-elite villas project was, in fact, a residential project for a Georgian Dream–supporting investor, several company directors, other businessmen, and additional private individuals. It is as a continuation of these villas that the company now plans to build hotel apartments 240 meters from the shoreline.
The Detailed Development Plan submitted to City Hall devotes significant attention to the development of parking infrastructure, internal roads, and landscaping. According to the plan, the project authors consider the provision of a separate parking facility essential in the context of hotel-apartment construction:
“In line with the growing number of automobiles in Georgia, in the case of hotel-apartment development it is necessary to provide parking spaces for resident vehicle owners. Otherwise, in the long term, the high concentration of vehicles may cause traffic congestion on streets adjacent to the project site.
Therefore, it is necessary for the site to have an individual underground and/or above-ground parking facility. The project provides for 190 parking spaces, both above and underground, including mechanized, two-level parking.”
The Detailed Development Plan also addresses pedestrian movement, not only vehicular traffic:
“…In order to ensure pedestrian safety in the entrance area of the project site, appropriate road infrastructure must be arranged. Strict traffic regulations must be introduced in accordance with the Law of Georgia on Road Traffic. In particular, appropriate warning and directional traffic signs must be installed at the entrance to the facility,” the development plan states.
